In less than five months since members voted on Priority Issues for the 119th Congress, NSBA has accomplished its #1 AND #2 Priority Issues, and we have done so with permanency. This is a MAJOR win for NSBA and all small businesses. 

 

  • At NSBA’s Small Business Congress in February, members voted "Extending Expiring Tax Provisions” as the top priority followed by “Extending the 199A Pass-Through Deduction.” Additionally, we prioritized strengthening R&D programs, including reversing a very problematic change to the R&D tax deduction. 

 

  • On July 3, Congress passed legislation that included all of these Priority Issues, and NSBA was pivotal in that vote. Not only has our team worked tirelessly on these Priority Issues, but our members drove significant action through regular contact and strategic communication with lawmakers, urging their support of small business. In fact, NSBA received a personal letter of thanks from House leadership for NSBA’s advocacy on these important tax provisions. 

  • On July 4, the bill with these Priority Issues was signed into law—perfect timing for major priorities that provide America’s small businesses the freedom and independence they need to keep their businesses thriving.

What do these wins mean for your wallet and small business?

  • Your tax rates will NOT go up at the end of this year as they were scheduled to do

  • You get to keep your 20% Qualified Business Income deduction, a provision that does not expire

  • You can immediately deduct R&D expenditures – no more required 5-year amortization

  • For small businesses only, we have been able to make these R&D changes retroactive. So small businesses can claim the deductions they have missed since 2022

  • Estate tax exemptions will mean that most family businesses will not be faced with crippling taxes when the business-owner dies

  • You no longer have to look at your crystal ball every 5-7 years to see when these provisions expire – they are PERMANENT

Concrete Advancements Over the Corporate Transparency Act (CTA)

The first part of 2025 has been a busy one for NSBA. In addition to leading the charge against the Corporate Transparency Act (CTA) both in the courts and on Capitol Hill, NSBA was successful in getting the administration to roll back CTA enforcement to ONLY foreign companies. This major win would not have been possible without NSBA and our members tirelessly organizing and leading the fight over the CTA.  

 

Rollback of the CTA's original unconstitutional requirements is a big win for all small U.S. businesses - but there's more work yet. Join NSBA as we continue the fight to fully repeal the CTA and cancel this duplicative law unduly burdening the small-business community.

URGE CONGRESS TO ACT ON SBIR/STTR

SBIR/STTR are important programs providing critical funds supporting small business - the nation's most important economic community. 

Unfortunately, despite NSBA and SBTC’s education and continuous correspondence with Congress, the programs are currently lapsed, after the Senate failed to pass a 1-year extension. However, we are continuing the fight, urging the Senate to take up and promptly pass H.R. 5100.

 

The longer this lapse lasts, the more damage is done to highly innovative small businesses, their employees, and every business in their pipeline.

Testifying before the Senate Committee on Small Business

Feb. 2025

My company develops patented sphere brake technology for tactical wheeled and commercial vehicles. A large agency was intending on releasing a Direct to Phase II topic in support of scaling our sphere brake technology from tactical wheeled vehicles to small fixed wing aircraft in the 2026 BAA cycle, which would have resulted in an award up to $1M in the base period of performance, resulting in hiring three more full time employees and securing an additional patent, all while launching at least three new segments in the aircraft brake industry. This program lapse halts the opportunity to scale the technology into new market segments.
