NSBA applauds the Senate for its confirmation Dr. Casey Mulligan to support Small Business as Chief Counsel for Office of Advocacy of the Small Business Administration (SBA).

AUG. 1, 2025 | Washington, D.C. – Today, the U.S. Senate voted to approve Dr. Casey Mulligan as Chief Counsel for the U.S. Small Business Administration (SBA) Office of Advocacy—something NSBA has been urging for months. Dr. Mulligan brings with him a wealth of economic expertise, having served as chief economist on the first Trump administration’s Council of Economic Advisors as well as his role as a professor of economics at the University of Chicago.
Below is a statement from NSBA President and CEO Todd McCracken.
“For years, the Office of Advocacy has operated without a Senate-confirmed Chief Counsel, and while the outstanding staff at Advocacy have charged forward admirably, having the full support of the federal government behind the Chief Counsel gives this office the weight it deserves.
“The Office of Advocacy is one of the most critical agencies within the federal government – it serves as the small-business watchdog as federal regulations are being made and has saved small businesses untold millions in avoided regulatory costs.
“As our recent Regulations Survey shows, only 1-in-10 small businesses have staff that help monitor the regulatory landscape, making the Office of Advocacy’s work all the more important. It has been nearly 10 years since the Office of Advocacy has had a confirmed Chief Counsel, and I want to thank every policymaker on both ends of Pennsylvania Avenue who had a role in pushing this nomination forward for their commitment to small business.”
